Patrick K. Wiltshire

Patrick K. Wiltshire

President and CEO

Fueled by the desire to make a positive impact on communities, Patrick has led more than $200 million in projects for cities and towns throughout Texas.


Patrick’s passion for public administration is rooted in his early involvement with the City of Corpus Christi management team. Inspired by his experiences, Patrick earned a MA in Public Administration from Texas A&M University, where he gained a keen understanding of complex planning, community and economic development issues.


Since 2009, Patrick has directly managed or overseen community development, disaster recovery and economic development initiatives for Public Management clients. In his role as President and CEO, he continues to drive innovation and productivity toward building vibrant and sustainable communities.  


Patrick lives in Dickinson with his wife and daughter. 

Nicholas J. Houston

Nicholas J. Houston

Vice President and CFO

Nicholas is a CDBG Certified Project Manager with more than a decade of experience in administration, risk management, compliance and finance.


In his current role as Chief Financial Officer, Nicholas is accountable for the company’s administrative, financial and risk management operations. In addition to his leadership experience, Nicholas has managed numerous projects throughout the State of Texas.  


Nicholas joined Public Management in 2006 as a Project Manager and Compliance Specialist. He holds a BBA in Finance from Sam Houston State University. 


Nicholas lives in The Woodlands with his wife and two sons.

Kenneth J. Coignet

Vice President and Business Development Director

As an expert in planning and a master of customer service, Ken develops new business relationships and oversees the firm’s planning efforts.


In his role as Business Development Director, Ken identifies, develops and defines business relationships with Public Management clients. He also leads the company’s planning activities, and is an expert in TxCDBG planning and TDHCA HOME programs. 


Ken joined Public Management, Inc. in 1998. He has a BS in Geography and a MA in Geography – Land/Area Development and Management from Southwest Texas State University. 


Ken lives in San Antonio with his wife and three children.

Joy Rice joined Public Management in 2013 and serves as a Project Manager. She holds a Master of Public Administration degree from the University of Houston, and is a state certified CDBG Administrator.

Jake McAdams is the Regional Project Manager for the North Texas area. He holds a MA in Public History from Stephen F. Austin State University, and is a state certified CDBG Administrator. Jake joined Public Management, Inc. in 2014.

Tim Everitt joined Public Management in April 2000 as a mapping specialist. In 2007, he assumed the role of Graphics Manager and Assistant Planner. Tim is responsible for facilitating the company’s transition from AutoCAD to GIS mapping.

Tiffany Hawthorne joined Public Management as a Housing Assistant for the Disaster Recovery Program. Within a year, she was promoted to her current role of Executive Assistant. Tiffany studied Business Management at San Jacinto College.

Todd Cave provides innovative, cost-efficient solutions that put even the smallest cities on the same footing as their bigger counterparts. He holds a BA in American Studies from the University of Texas at Dallas.

Terry Capehart established TLC Planning and Consulting Services after a 23-year career in municipal government. He holds a MA in City and Regional Planning from the University of Texas at Arlington, and is AICP certified.

Tim Glendening merged his firm with Public Management in 2012, and now serves as a senior consultant. He holds a MA in City Planning and Urban Geography from Kansas State University.

J. Andrew Rice holds a BA in Psychology from Baylor University and a Master of Public Administration degree from the University of Houston. He founded Public Management in 1982, and is the former President and current Chairman of the Board.

David Baker earned a BS in Economics from Texas A&M University. He joined Public Management in 1992 as a sole proprietor, and the firm incorporated. David is the former Vice President and the current Vice Chairman of the Board.

Project Manager
