When substandard living conditions made life uncomfortable for residents in Malakoff, city leaders stepped up and sought help from Public Management, Inc.

THE CITY OF MALAKOFF, TEXAS is a rural community located just south of Cedar Creek Reservoir in Henderson County. 

For years, several low income, elderly and disabled homeowners had lived in houses with leaking roofs, outdated plumbing, dangerous electrical systems and structural damage. More recently, some of those houses had fallen well below standards set by the U. S. Department of Housing and Urban Development (HUD) and by International Building Codes (IBC) for safe, decent living conditions.  

Leaders in Malakoff approached Public Management, Inc. for advice on helping their residents and correcting the housing deficiency. The Public Management team recommended applying for grant funding from HOME, a program administered by the Texas Department of Housing and Community Affairs (TDHCA). The grant makes funds available to either completely rehabilitate decaying structures, or to demolish them and build new ones. Public Management led the application process, and the City of Malakoff was awarded nearly $1.4 million.

Public Management oversaw the demolition and complete reconstruction of 11 single-family homes—each of which met or exceeded HUD and IBC standards for safe, decent housing. 

The process involved verifying each recipient’s eligibility for assistance, designing the new housing units, procuring contractors for demolition/new construction and all inspections. Throughout the project, Public Management served as a direct liaison with TDHCA to ensure compliance.

Thanks to the HOME program and city leaders, the lives of 11 families in Malakoff have been changed for the better. In addition, the new houses have dramatically improved the housing stock in Malakoff—making safe, decent homes available to future generations.
